China’s New Carbon Peak Action Plan Opens Major Opportunities for Vanadium Flow Batteries

China’s State Council has released its 15th Five-Year Carbon Peak Action Plan (2026–2030), placing the large-scale development of new energy storage and long-duration energy storage (LDES) at the centre of efforts to build a more flexible, resilient and renewable-based power system. The policy direction could create significant growth opportunities for vanadium flow battery (VFB) technology.

The Action Plan identifies the 15th Five-Year Plan period as a critical phase in achieving China’s carbon peaking objectives. A central priority is strengthening the power system’s capacity to integrate, allocate and regulate rapidly growing volumes of renewable energy.

Of particular significance to the energy storage sector, the State Council calls for China to “promote the large-scale development of new energy storage and vigorously develop long-duration energy storage.” The Plan also emphasises expanding power system flexibility and advancing integrated source-grid-load-storage development.

These priorities are closely aligned with the strengths of vanadium flow batteries. Designed for long-duration stationary energy storage, VFBs offer long operational lifetimes, high cycle durability, independently scalable energy capacity and strong safety characteristics—attributes increasingly important for renewable-intensive power systems.

By 2030, China aims to increase installed new energy storage capacity to 300 GW, alongside approximately 160 GW of pumped hydro storage. The country is also targeting more than 50 GW of virtual power plant regulation capability, while demand response capacity is expected to exceed 5% of maximum electricity load.

For the vanadium industry, the Plan’s explicit emphasis on long-duration energy storage is particularly significant. As China’s wind and solar capacity continues to expand, storage systems capable of delivering electricity over extended periods will become increasingly important for renewable energy integration, peak shifting and strengthening grid resilience.

The Action Plan also supports green power direct supply, local renewable energy consumption, zero-carbon industrial parks and factories, and the deployment of energy storage alongside green computing infrastructure. These emerging applications could further broaden the addressable market for stationary long-duration storage technologies, including VFBs.

China has set a target for combined wind and solar power capacity to exceed 2.8 TW by 2030. Against this backdrop, the national policy focus on scaling new energy storage and accelerating the development of long-duration energy storage creates a potentially important growth environment for the VFB sector.

Vanadium flow batteries are well positioned to contribute to this transition. Their ability to deliver long-duration storage, withstand frequent cycling and operate over long system lifetimes makes the technology particularly relevant to the flexible, resilient and renewable-intensive power system envisaged under China’s Carbon Peak Action Plan.

The Plan therefore sends a significant policy signal to China’s long-duration energy storage market. As the country accelerates its transition towards a low-carbon power system, the policy framework could support continued investment in, development of and deployment of vanadium flow battery projects—creating new opportunities across the wider vanadium value chain.
