China is taking significant steps to promote the vanadium flow battery industry as a critical component of its energy storage future. Multiple provinces and cities have released policies designed to encourage the development, deployment, and commercialization of vanadium flow battery technologies. These initiatives highlight a strategic commitment to this innovative energy storage solution, reinforcing China's broader ambitions for sustainability and carbon neutrality.

Provincial Policies: Detailed Overview

  1. Dalian City (November 2024)
    Dalian’s "Support Policies for New Energy Industries" prioritize the vanadium flow battery sector, introducing financial incentives to encourage adoption.
    • Support: Operational vanadium flow battery projects are eligible for up to 100 RMB/kWh in subsidies, capped at 5 million RMB per project.
    • Impact: The policy is designed to attract investments and accelerate the commercialization of vanadium flow batteries.
  2. Sichuan Province (May 2024)
    Sichuan became the first province to issue a vanadium flow battery-specific policy: "Measures to Promote High-Quality Development of the Vanadium Flow Battery Energy Storage Industry."
    • Ambitions: By 2027, the province intends to lead the nation in vanadium flow battery technology and innovation, setting a benchmark for the industry.
    • Actions: Sichuan is fostering a full industrial ecosystem, including resource mining, key material development, and battery system integration.
  3. Hebei Province (June 2023)
    Hebei introduced the “Measures to Support High-Quality Development of the Vanadium and Titanium Industries,” with a vision to create "China's Vanadium-Titanium Industrial Base."
    • Focus: Chengde was chosen as the central hub for developing vanadium and titanium materials.
    • Implementation: In August 2023, Hebei's Development and Reform Commission accelerated plans to refine the industrial chain and integrate these resources into national energy storage goals.
  4. Shaanxi Province (April 2024)
    Shaanxi’s "New Energy Storage Development Plan (2024–2025)" targets the efficient utilization of local mineral resources, particularly in coal and vanadium-rich areas like northern Shaanxi, Huanglong Mountains, and Ankang.
    • Goals: The policy aims to develop a complete industrial chain, from vanadium-titanium magnetite extraction to the production of energy storage systems.
    • Vision: Establish a robust localized production chain while promoting vanadium flow battery applications in the energy storage market.
  5. Heilongjiang Province (September 2024)
    Heilongjiang’s draft plan for its vanadium industry (2024–2030) emphasizes a clear roadmap:
    • Industrial Chain: From vanadium extraction to electrolyte production, system integration, and eventual storage applications.
    • Objective: Strengthen Northeast China’s industrial base to ensure large-scale vanadium flow battery applications.
