Sichuan Province Introduces the First Special Policy for Vanadium Flow Battery Industry in China to Expand New Energy Storage Fields

The Sichuan Provincial Department of Economy and Information Technology announced on the 8th that recently, six departments, including the Sichuan Provincial Department of Economy and Information Technology, jointly issued the "Implementation Plan for Promoting the High-Quality Development of the Vanadium Flow Battery Energy Storage Industry" (hereinafter referred to as the "Implementation Plan"). This policy is China's first special policy for the vanadium flow battery industry.
As a typical green and low-carbon advantageous industry, the vanadium flow battery energy storage industry is an important development direction in the new energy storage field. Sichuan Province has a solid foundation for developing the vanadium flow battery energy storage industry and has built the world's most extensive vanadium product production base with a complete industrial chain. Sichuan is rich in clean energy, such as hydropower, and the proportion of photovoltaic power generation is gradually increasing, providing a broad market space for the development of the vanadium flow battery energy storage industry.
The Implementation Plan specifies that by 2027, Sichuan's vanadium flow battery energy storage industry will rank among the top in terms of technology and innovation capability in the country. It aims to cultivate and strengthen three or more leading enterprises with outstanding innovation capabilities and national competitiveness, build several pilot demonstration projects with good economic benefits and strong driving capabilities, and achieve the agglomeration and large-scale development of the vanadium flow battery industry.
According to Qing Jiasheng, director of the Materials Industry Division of the Sichuan Provincial Department of Economy and Information Technology, it is expected that by 2025, the penetration rate of vanadium flow batteries in the energy storage field is expected to reach 15% to 20%, and it will dominate the field of large-scale long-duration energy storage. The Implementation Plan aims to build a leading vanadium flow battery energy storage industry base in China by conducting application pilot demonstrations, strengthening independent technological innovation, expanding the production and supply of vanadium products, promoting industrial cost reduction and efficiency improvement, accelerating the construction of industrial clusters, and cultivating and improving standard brands.
In terms of conducting pilot demonstrations, the Implementation Plan proposes to support the promotion and application of vanadium flow batteries in various aspects, such as photovoltaic, wind and other new energy generation, energy storage, grid peak shaving and frequency regulation, and communication base station energy storage. In terms of strengthening independent technological innovation, the Implementation Plan proposes the construction of high-level innovation platforms such as vanadium flow battery energy storage laboratories and pilot maturation platforms. In terms of accelerating the creation of industrial clusters, the "Implementation Plan" proposes to support Chengdu, Panzhihua, Guangyuan, Neijiang, Leshan, Dazhou, Liangshan and other places to focus on basic research and innovation of vanadium flow batteries, vanadium resource development and vanadium electrolyte production, vanadium stack and system integration equipment manufacturing. In terms of cultivating and improving standard brands, the Implementation Plan proposes to accelerate the establishment of a technical standard system for the vanadium flow battery industry, strengthen docking and cooperation with regions at home and abroad with abundant new energy resources and strong demand for peak shaving, promote product technology and equipment services, expand global markets, cultivate several vanadium battery industry brands with Sichuan characteristics, and accelerate the enhancement of the brand value of Sichuan vanadium flow battery energy storage industry.
