On 8 January 2025, a collaboration agreement was signed in Baiyang City to build a smart factory for vanadium flow batteries. This partnership brings together three key players: the Ninth Division Region of the Xinjiang Tacheng Pilot Zone, PowerChina Hebei Electric Power Engineering Co., Ltd., and Guizhou Zhixi Technology Co., Ltd., marking a significant step forward in advancing clean energy solutions.
The collaboration leverages Zhixi Technology’s expertise in vanadium flow battery technology, the Ninth Division Region’s abundant natural resources, and PowerChina Hebei’s engineering and construction excellence. Together, the partners aim to advance national energy objectives while fostering sustainable economic growth and social development in the region.

A Transformative Project
Under this agreement, Zhixi Technology will establish a vanadium flow battery smart factory, a vanadium mining and beneficiation plant, and other related industries within the Ninth Division Region. With a total investment of ¥4 billion, the project will be executed in phases over three years. Once completed, the facility will achieve an impressive annual production capacity of 1GW/4GWh.
This transformative initiative is expected to drive local industrial modernization, create new economic opportunities, and establish Xinjiang as a hub for advanced energy solutions.
Xinjiang: Leading China’s Renewable Energy Revolution
As of November 2024, Xinjiang led the nation in new energy storage with a grid-connected capacity of 8.175 million kW and 28.132 million kWh. As a cornerstone of China's clean energy development strategy, the region benefits from abundant wind and solar resources, fuelling its rapid growth in renewable energy. Xinjiang has already established several renewable energy bases and is actively constructing additional projects with a combined capacity of over 80 million kW.
Pioneering Long-Duration Energy Storage
To address the challenges of integrating renewable energy, Xinjiang is leading the way in implementing energy storage strategies. These include long-duration storage projects exceeding four hours, which significantly improve renewable energy efficiency. For example, two-hour storage systems increase renewable energy utilization by 4.88%, while four-hour systems boost it by 16.89%, according to Li Yu, Chief Engineer at State Grid Xinjiang Electric Power Co., Ltd.
